In response to rising school violence and the collapse of teacher authority, the South Korean government passes the Teacher Rights Protection Act and establishes a fictional agency, the Educational Rights Protection Bureau (ERPB). Inspector Na Hwa-jin, a former Special Forces captain, is dispatched to troubled schools with state-sanctioned authority to use physical force and psychological pressure to dismantle student gangs, confront abusive parents, and root out administrative corruption. The 10-episode series is "fiction inspired by real events" — each episode dramatizes issues Korean viewers recognize from the news (school violence, juvenile offenders below the age of criminal responsibility, malicious complaints against teachers, drugs targeting students), then resolves them with cathartic, decisive "lessons."
